No, the title is not a joke. In fact, it's even worse than the title suggests. My sister Gaea sent me an article that (at one moment) literally dropped my jaw... and I can tell you the moment: when I read that a homeless mother who had tried to get her child education was charged with first degree larceny, and that the woman who tried to help the mother and her child was, herself, evicted for trying to help them. This is not some third world country. This is America...
